DIPRI Administration consists of two main organizations namely: -
- Irrigation & Power Research Institute, Punjab, Amritsar (IPRI)
- Punjab Irrigation Management & Training Institute, Amritsar(PIMTI)
1. Irrigation & Power Research Institute, Punjab, Amritsar (IPRI)
Objective
The objective of the Irrigation & Power Research Institute, Punjab, Amritsar is to undertake Research Investigations pertaining to Basic & Fundamental Research Studies on a number of subject relating to Foundation Engineering, Concrete Technology, Hydraulics Model Studies, Land Reclamation, Hydrology & Groundwater etc.. This Institute also accepts works on deposit basis at very nominal costs & provides consultancy regarding model testing & other analytical facilities in the field as well as in Laboratories to various Government, Semi-Government, Private Organizations in Punjab & adjoining states.
Organizational Set-up
The Irrigation & Power Research Institute has Nine Research Divisions: -

- Hydrology & Ground Water
- Mathematics Division
Each headed by a Research Officer, for catering to the needs of Irrigation Department and various other Departments/Agencies pertaining to problems related to Hydraulics, Irrigation, Soil Mechanics and Foundations Engineering, Concrete and Building Materials, Irrigated Agriculture, Land Reclamation etc. There are three supporting Sub-Divisions each headed by the Sub-Divisional Officer and primary job for each is to arrange/supply/repair necessary equipment/materials needed by various Research Divisions. The Chief Engineer (Research) is the Head of the Institute & Director assists the Chief Engineer (Research) in Research & Administration Works.
Historical Data
Irrigation & Power Research Institute, Punjab, Amritsar is a pioneering Research Institute in India in the field of Irrigation. It was established in 1924 at Lahore primarily to tackle the problems of salinity and alkalinity. It affirms its goal of service through water management research.
After partition the Institute was reorganized at Amritsar and it played a vital role in the various spheres of development of the State. Research personnel under-takes the research investigations pertaining to various problems relating to large river valley projects, water resources projects, ground water, concrete testing, quality control, soil mechanics and geo-fabric testing, weed control, soil water testing and irrigation water management etc. Jawahar Lal Centenary Awards, Gold Medals at National level have been awarded for their contribution in the field of Irrigation Research. The Institute in collaboration worked jointly with Hydraulics Research Limited, Wallingford (U.K) on the research problems relating to seepage loss measurements, sediment exclusion measures, lysimeter study for salinity control, discharge and sediment measurements in flashy streams etc. during the years 1981 to 1988.
The brief description of works undertaken by the various Divisions is as under:
1) Hydraulics Division No. I
This Division conducts Hydraulics model studies of all type Hydraulic structures including barrages, spillways, tunnels, down pull high head gates,flood protection works for rivers etc. In addition to this division also conducts discharge measurement in river, canals, streams and as well as hydrographic survey of reservoirs/lakes. The Hydraulics Research Station at Malakpur near Pathankot covers a large area for accommodating large river models, barrages and high head dams and spillways requiring fall up to 6 meters and discharge up to 2 cumec is available through Upper Bari Doab Canal for running the models. The model studies are charged as per actual requirement of funds for the construction and running of models. The rates for the various hydraulics model studies/tests are given in the table.

2) Hydraulics Division No. II
This Division essentially provides services for monitoring and evaluating the performance of hydraulic structures, works executed on the recommendations from model tests and collection of prototype data for morphology studies of rivers, canal capacities, present irrigation efficiency of canals, field determination of Manning’s Co-efficient of brick lined channels, water management studies, performance studies of mini hydel projects etc. The rates of studies are charge as per requirement of works.
3) Concrete Technology Division
The tests pertaining to cement, bricks, Aggregate (Coarse and fine), Pavers, Cement mortar and concrete are carried out in this Division as per Bureau of Indian Standard Specifications. The rates for the various material tests are given in the table.

4) Geotechnical Division
The tests pertaining to soil mechanics for various water resources projects in the State and buildings/bridges both for Govt. and Private bodies are carried out in this Division. The soils are analyzed for all types of the engineering characteristics in the laboratory as well as in the field. Grain size analysis, Atterberg’s Consistency limits, classification, specific gravity, density, moisture, compaction characteristics, maximum dry density, dry bulk density, swelling tests, permeability shear characteristics of clayey soils and cohesive soils, California bearing ratio, dispersibility test etc. are conducted for the suitability of soil for designing of various structures. The Institute has facilities to determine bearing capacity of foundations by as well as by standard penetration tests. The rates for the various material tests are given in the table.

5) Chemistry Division
The research investigations regarding quality of water and soil and are carried out in this Division. The division has facility to analyze water and other effluents for environmental aspects. The water is being analyzed for general and concrete purpose. The rates for testing of different parameters of water are as given below.

** Concrete purpose i.e. pH, Inorganic Matter, Consumption of 0.02N NaOH with 100ml of Water sample using phenolphthalein as indicator, Consumption of 0.02N H2SO4 with 100 ml of water sample using methyl orange as indicator, Chloride, Sulphate, Organic Matter and Suspended Matter.
Note:
- Departmental charges @ 27.5% will be charged from various Govt. and Private Departments/Agencies other than Water Resources Department, Punjab for testing of samples.
- Minimum of Rs. 1000/- (Rs. One thousand only) will be charged for any of the above-mentioned parameters per sample analysis from Water Resources Department, Punjab.
- Minimum of Rs. 1275/- (Rs. One thousand two hundred and seventy-five only) which includes departmental charges @27.5% from agencies other than Water Resources Department, Punjab will be charged for any of the above-mentioned single parameter per sample analysis.
6) Reclamation & Soil Survey Division
This Division carries out survey of soil, water logged areas and problems of irrigation water management in the State. This Division also conducts the studies in connection with improvement of salt tolerance limit of crops in saline soils.
7) Physics Division
This Division undertakes the work of seepage losses by ponding method, and vibration studies of hydraulic structures, soil and groundwater radon studies, polyethylene testing etc.
8) Hydrology & Ground Water Division
This Division undertakes investigations relating to Sub-surface waters, location of suitable sites for installation of tube wells and artificial recharge studies. This Division also tackles remedial measures against the contamination of ground water by toxic, chemical and biological parameters and problem concerning water logging.
9) Mathematics Division
This Division undertakes analysis work relating to mathematical problems in the design of components of hydraulic structures, flow problems relating to rivers and canals, Collection, compilation and analysis of rainfall data in the State, Statistical analysis of different kinds of data received from other divisions. This Division also undertakes the work of compilation, editing and publication of the research reports/technical notes of the research conducted on different fields in IPRI.
2. Punjab Irrigation Management & Training Institute, Amritsar(PIMTI)
Objective
Punjab state is an agricultural state contributing food & fiber to the nation’s food grain reserve. To achieve this Land & water resources of the State have been utilized to the near maximum limits. The surface water allocated is all utilized & is not sufficient to meet the needs of the high yielding crops. To meet with the water requirement of the crops even sub-surface water is being exploited to near maximum value in the sweet water zone of Punjab & the water level is falling at an alarming rate because of more abstraction than recharge.
Keeping the above in view, the only resource available to increase food production is that both the resources i.e. land & water be conserved & used most efficiently & judiciously. To achieve this, water management is required particularly below the irrigation outlet point. To meet the above requirement, Punjab Irrigation & Management Training Institute (PIMTI) has been set up in the premises of Irrigation & Power Research Institute, Punjab, Amritsar under the World Bank Aided “Punjab Irrigation and Drainage Project Phase-II, during the year, 1991-92. The objective of the PIMTI is to impart training to in service engineers & the new entrants in the Irrigation Department, Punjab, from Junior Engineer level to Executive Engineer level including Irrigation Booking Clerks, Ziledar etc. through the refresher courses on different disciplines relating to irrigation.
Organization Set-up
Chief Engineer(R)-Cum-Director, Irrigation & Power Research Institute, Punjab, Amritsar is an Administrative Head of this Institute. Joint Director I&PRI and five number Associate Professors arrange Training Courses through the refresher courses on different disciplines relating to irrigation for in service engineers & the new entrants in the Irrigation Department, Punjab, from Junior Engineer level to Executive Engineer level including Irrigation Booking Clerks, Ziladar etc.
Historical Data
PIMTI has been set up at Amritsar under World Bank Aided Punjab Irrigation and Drainage Project Phase-II, Governing Council of PIMTI has been formed with Hon’ble Principal Secretary, Irrigation as the Chairman, five Chief Engineers of Irrigation Department, Punjab as Members and Joint Director for PIMTI as a Member Secretary. It has been registered as a Society since March, 1995. A number of facilities for the trainees and for conducting refresher courses have been created.
Existing Facilities under PIMTI
In the PIMTI a guest house and trainees hostel with 6 and 20 rooms respectively as well as an Administrative block has been constructed at Amritsar. The facilities for conducting the refresher/training courses already exist under PIMTI in the Institute premises.
